Sa mga panahong nauso ang mga salitang Filipino na may banyagang letra tulad “jolog“, “japorms” at “fafa” hanggang sa kasalukuyan, limitado lang ang paggamit ng mga ito sa scientific at technical terms at mga katutubong wikang Pilipino na may mga letrang c, f, j, ñ, q, v, x at z tulad ng “ifun“, “masjid“, “vinta” at “azan“. Taong 2007 nang ipinatigil ang paggamit sa apat na ponetikong letra sa alpabetong Filipino. Sa madaling salita, simula 1976 hanggang 2008 (maliban nung 2001 hanggang 2007 para sa mga ponetikong letrang f, j, v at z), nananatiling dekorasyon sa alpabeto ang walong letra nito.
May sariling ortograpiya ang Filipino para maisulat ang pasalitang wika. Pero may mga pagkakataon na hindi mailipat sa pasulat mula sa pasalitang porma ang pambansang wika kahit pa meron itong sariling sistema ng pagsulat. Kaya, imbes na isulat ayon sa natural na pagsasalita, iniiba ito para maisulat– halimbawa, ang pag-rearrange ng mga salita o pag-violate sa tuntunin. Natural sa Filipino, kahit hindi ito standard o nire-recognize ng Komisyon sa Wikang Filipino ang hindi pagsunod sa sistema ng pagsulat nito:
Mismong ang paggamit ng mga salitang banyaga nang hindi isinasa-Filipino ay hindi pagsunod sa gabay na prinsipyo.
Ang pag-relax sa tuntunin sa paggamit ng ortograpiyang Filipino lalo na sa tiyak na gamit ng walong letra na ginagabayan ng prinsipyong “kung anong bigkas iyon ang ispeling at kung ano ang ispeling iyon din ang basa” ang isang paraan para maging functional ang mga letrang c, f, j, ñ, q, v, x at z (kahit pwede nang gamitin ang apat dito– f, j, v at z — dahil isang tunong lang ang nirerepresent ng mga ito). Sa pamamagitan nito, mas makikita ang kaibahan ng Filipino sa Tagalog at mas madedevelop pa ito.
Magagamit na ang mga letrang f, j, v at z pero hindi ang c, ñ, q at x sa kasalukuyang sistema ng pagsulat sa Filipino. Paano mapare-relax ang tuntunin sa paggamit ng mga letrang ikinokonsider na redundant dahil nagrerepresent ng sobra sa isang tunog na salungat sa pagiging ponetiko ng Filipino?
Sa mga letrang c, f, j, ñ, q, v, x at z, tanging ang f, j, at v lang ang nagrerepresent ng iisang tunong. Nirerepresent ng letrang c ang mga tunog na /s/ at /k/, letrang ñ ang /ny/, letrang q ang /kw/ at /k/, letrang x ng /ks/ at /z/, at letrang z ang /z/ at /s/.
Sa mga banyagang salitang nagsisimula sa letrang C, tunog /s/ ang letrang ito kapag sinusundan ito ng mga letrang consonant at mga vowel na e at i samantalang nagiging /k/ naman ito kapag sinusundan ng mga vowel na a, o at u. Maaaring gamitin ang letrang c sa pagsasa-Filipino ng mga banyagang salita kapag sisusundan ng vowel na e at i. Samantala, gagamitin ang letrang k para irepresent ang tunong /k/ ng letrang c sa unahan, loob o hulihan ng salita.
Sa mga banyagang salitang nagsisimula sa letrang Q (na sinusundan ng u), tunog /kw/ ang letrang ito kapag sinusundan ito ng mga vowel. Kalimitang tunog /k/ ito kapag nasa huling parte ng salita (na sinusundan ng u) at sinusundan letrang e. Maaaring gamitin ang letrang q (na sinusundan ng u) sa pagsasa-Filipino ng mga banyagang salitang nagsisimula sa q (at u). Samantala, gagamitin ang letrang k para irepresent ang tunong /k/ ng letrang q sa loob ng salita.
Walang banyangang salitang nagsisimula sa letrang Ñ. Samantala, bagamat may mga banyagang salitang ng sisimula sa letrang X, /z/ ang tunog nito. Maaaring gamitin ang letrang x (at ang kasunod na letra o mga letra sa unang syllable) sa pagsasa-Filipino ng mga banyagang salitang nagsisimula sa x at sa mga salitang gumagamit ng letrang ito.
Hindi dapat gamitin sa mga salitang Kastila ang walong letra dahil may paraan na para sa pagsasa-Filipino ng mga ito. Kaya, hindi magagamit ang letrang ñ sa pagsasa-Filipino ng mga banyaga dahil Kastila lang ang gumagamit ng letrang ito. Gagamitin ng buo at walang pagbabago ang mga salita mula sa mga katutubong wikang Pilipino na may mga letrang c, f, j, ñ, q, v, x at z.
Masasabing semi-ponetiko ang mga salitang celyular, ceremonyal, cirkus, qualiti at xaylofon~xaylofown tulad sa mga salitang chibog, charing at deadma. Gayun din ang mga salitang nilagyan ng affix sa paraang di-standard o hindi kinikilala ng KWF at nagva-violate sa tuntunin sa ispeling (hinayjack, shinoot, ticketan, careerin, vinalidate, shumare; nagkoconnect, magrecycle, ipaparesearch; kinoach, nagsusuicide; pipicturan; batteryng [binili], healthyng [bata]). Sa pamamagitan ng pagre-relax sa tuntunin sa paggamit ng ortograpiyang Filipino, maililipat sa pasulat na porma ayon sa kung paano ito sinasalita ng mga Filipino ang wikang pambansa, o maisusulat sa paraan ng mga “taal” sa Filipino.
Dahil may access sa English (banyagang wikang kalimitang pinanggagalingan ng mga salita sa Filipino) ang nasa Metro Manila at urban centers ng bansa (lugar kung saan ginagamit ang Filipino bilang lingua franca) , hindi magiging hindrance sa pagbasa o pagkilala ng mga salita ang mga letrang c, f, j, ñ, q, v, x at z, kundi, magsisilbi pa itong palatandaan para sa mga salitang banyagang hiniram ng buo at nilagyan ng affix, o mga salitang isina-Filipino, mga salitang mula sa mga katutubong wika sa Pilipinas na gumagamit ng mga letrang ito, at mga bagong salitang Filipino na nabuo gamit ang makabagong alpabeto. Palatandaan naman ng mga salitang mula sa katutubong wikang c, f, j, ñ, q, v, x at z sa kanilang alpabeto, at ng mga salitang mula sa Kastila ang di-pagkakaroon ng mga letra ito.

Simula noong dekada sitenta, may tatlong pagsisikap na para baguhin ang alfabeto ng pambansang wika. Layunin ng mga pagbabagong ito na iangkop ang wika sa mga bagong tungkuling iniaatang sa pambansang wika at tumugon sa mga pangangailangan ng mga gumagamit ng wikang Filipino.
Sinimulan ang serye ng mga pagbabago sa alfabetong Filipino noong 1976 sa pamamagitan ng Mga Tuntunin sa Ortograpiyang Filipino ng Surian ng Wikang Pambansa. Mula sa 20 letrang abakada ng wikang Tagalog, ang alfabeto ay naging 31 letra. Idinagdag sa dating abakada ang 11 bagong letra—c, ch, f, j, ll, n, q, rr, v, x, z. Dahil sa dami ng mga letra, binansagan ang 1976 alfabeto na “pinagyamang alpabeto.
Muling binago ang alfabeto noong 1987 nang ilathala ang Alpabeto at Patnubay sa Ispeling ng Wikang Filipino ng Linangan ng mga Wika sa Pilipinas. Ang dating 31 letra ay ginawang 28. Tinanggal sa dati ang mga digrapo o kambal-katinig na ch, ll, rr sa katuwirang ang mga letrang c, h, l, r, ay bahagi na ng alpabeto at maaari namang pagtambalin kung kailangan. Dahil sa pagbabagong ito, tinawag ang 1987 Alpabeto na “pinasimpleng alpabeto.”
Pinakahuli sa mga pagbabagong ito ay ang 2001 Revisyon sa Alfabeto at Patnubay sa Ispeling ng Komisyon sa Wikang Filipino. May 28 letra pa rin sa 2001 alfabeto, walang idinagdag, walang ibinawas. Ang binago ay ang mga tuntunin sa paggamit ng walong dagdag na letra na pinagmulan ng maraming kalituhan simula nang pormal na ipinasok sa alfabeto noong 1976.
Mahalagang talakayin ngayon kung bakit nga ba kailangang ipasok ang mga dagdag na letra sa alpabeto ng pambansang wika, at tuloy, ginawang napakasalimuot ang dati’y simpleng pagbabaybay gamit ang ating abakada ayon sa tuntuning “Kung ano ang bigkas ay siyang baybay.
Ang sagot ay nasa mga dokumentong lakip ng 1976 Tuntunin. Pagkatapos ng isang masusing pag-aaral, isinagawa ng noo’y Surian ng Wikang Pambansa ang unang hakbang tungo sa pagreporma ng ispeling sa pamamagitan ng isang kapasyahan na pinamagatang “Modernisasyon ng Alpabeto ng Wikang Pambansa.” Ipinaliliwanag nito na ang alfabetong Filipino na noo’y may 20 letra ay nakapagpapabagal sa kakayahan ng pambansang wika na makaabot sa tugatog ng pag-unlad at paglaganap. Mababasa rin sa ipinalabas noong DEC Memorandum No. 194, s 1976, lakip ang 1976 Tuntunin, ang ganitong paliwanag:
Bilang pagtugon sa mabilis na pagdebelop at mga pagbabago sa wikang Filipino, gaya ng ipinakikita ng pagdagsa ng mga linggwistikong elemento mula sa iba’t ibang umiimpluwensiyang wika, katutubo at banyaga, at upang iangkop iyon sa mga pangangailangan ng modernisasyon, nagpakilala ang Surian ng Wikang Pambansa ng ilang pagbabago sa mga ortograpikong tuntunin sa Filipino.
Ang pagbabago sa alfabeto at sa mga tuntunin sa paggamit nito, kung gayon, ay bunsod ng pagpapaunlad at pagpapalaganap ng pambansang wika. Ang modernisasyon ng wika ay nangangahulugan ng pagreporma nito para umangkop sa mga bagong tungkulin na iniaatang sa wika. Sa akademya, ang modernisasyong ito ay katumbas ng mas masiglang paggamit ng pambansang wika sa mga akademikong larangan na dati-rati’y Ingles lamang ang gamit na wika. Nakatulong ang kilusang makabayan para iguhit na muli ang hangganan ng paggagamitan ng Pilipino. Tandaan na ang unang revisyon ay ginawa noong 1976, ilang taon pa lamang ang nakalilipas nang ang wikang Pilipino ay ginamit ng mga makabayang manunulat, guro, at mag-aaral para isulong ang pagbabago ng lipunan. Sa UP halimbawa, mas maaga pa sa 1972 ay nag-eksperimento na sa paggamit ng Pilipino hindi lamang sa mga kurso sa arte at humanidades, at sa agham panlipunan, kundi maging sa siyensiya at matematika. Nagpatuloy ang pagsulong ng Filipino hanggang dekada walumpu nang pormal na kilalanin ang wikang Filipino bilang pambansang wika. Itinakda sa 1987 Konstitusyon:
Ang pambansang wika ng Pilipinas ay Filipino. Habang ito ay nabubuo, patuloy itong pauunlarin batay sa mga umiiral na wika sa Pilipinas at iba pang wika. (Art. XIV, sek. 6).
Noong 1989, ipinatupad sa UP ang isang patakarang pangwika. Itinakda nito na “Filipino ang magiging midyum ng pagtuturo sa Unibersidad sa de-gradwadong antas sa loob ng isang risonableng takdang panahon o panahon ng transisyon.” Sa kasalukuyan, marami nang klase sa UP sa iba’t ibang disiplina ang itinuturo sa Filipino. Marami na ring nadebelop na textbuk sa iba’t ibang larang na pawang nakasulat sa Filipino. Tila inihahanda nito ang mag-aaral sa panahong mas gamitin ang Filipino bilang wikang panturo sa lahat ng sabjek at kurso.
Revisyon ng Alfabeto sa Konteksto ng Pagpapalaganap ng Wika
Ang revisyon ng alfabeto at mga tuntunin sa paggamit nito, kung gayon, ay mahalagang sipatin sa konteksto ng pagpapalaganap ng wika sa iba’t ibang larang ng ating buhay lalo sa akademya. Sa ganitong konteksto, kailangang iwaksi sa isip na ang pag-uusap tungkol sa mga letra, at kung paanong gagamitin ang mga ito, ay ehersisyo lamang sa pag-aaksaya o kaya’y bunga ng pagpapabago-bagong isip o sumpong kaya ng mga lingguwista at tagapagplanong wika. Ang pagreporma sa alfabeto ay isa sa kinakailangang mga hakbang kung sadyang mithiin nating marating ng Filipino ang tugatog nito bilang wikang panturo at wikang pambansa.
Ang pagbabago ng alfabeto ay dapat lang samahan ng angkop na rebisyon sa mga tuntunin sa paggamit ng alfabetong ito. Sentral sa mga pagbabagong ito ang nauukol sa paggamit ng walong dagdag na letra, ang pinakamatingkad na manipestasyon ng modernisasyon at intelektuwalisasyon ng Filipino, bagaman, siya ring ugat ng maraming kalituhan at debateng pangwika. Ang 1976 Tuntunin, ang 1987 Patnubay at 2001 Revisyon ay dapat na tingnan bilang patuloy na pagsisikap na ayusin at pinuhin, gawing kapaki-pakinabang at katanggap-tanggap ang mga gabay sa pagbabaybay lalo na ang nauukol sa walong dagdag na letra.
Sa pinakahuling rebisyon, halimbawa, pinaluluwag ang paggamit ng walong dagdag na letra. Ano ang kahulugan nito? Sa 1976 Tuntunin at 1987 Patnubay, nililimitahan ang paggamit ng mga dagdag na letra sa pagbabaybay ng mga (1) katutubong salita mula sa iba’t ibang wika sa Pilipinas, (2) salitang pang-agham at teknikal, (3) mga simbolong pang-agham, (4) mga salitang Ingles at iba pang banyagang wika na makabubuting pansamantalang hiramin sa orihinal na anyo tulad sa kaso ng mga salitang malayo na ang ispeling sakaling baybayin ayon sa alfabetong Filipino. Sinasabing maluwag ang 2002 Revisyon dahil, bukod sa mga nabanggit na kondisyon, pinagagamit na rin ang walong dagdag na letra maging sa pagbabaybay ng mga (1) salitang may internasyonal na anyong nakikilala at ginagamit, at (2) lahat ng hiram na salita, anuman ang varayti nito, kasama ang hindi pormal at hindi teknikal na varayti, o iyong tinatawag na karaniwang salita.
Isang mahalagang konsepto sa rebisyong ito ang paghahati ng mga dagdag na letra sa dalawang pangkat: iyong may ponemikong katangian gaya ng F, J, V, at Z, at iyong may kinakatawang higit pa sa isang tunog tulad ng C, N, Q, at X. Sa pagbabaybay ng mga hiram na salita sa Filipino, gagamitin lamang ang mga letrang may ponemikong katangian. Sa ganitong paraan, napapanatili ang halos ganap na ponemikong katangian ng dating 20 letrang abakada. Batay sa ganitong tuntunin, madaling pagpasyahan kung paano babaybayin halimbawa ang figurasyon, fragmentasyon, formalismo, fetisismo, defamilyarisasyon, sabjek, vernakular, volyum, varayti, variedad, voltahe, zoolohiya, at iba pang espesyalisadong terminong hinihiram o inaangkin natin sa Filipino. Gaya ng mahihiwatigan sa mga halimbawang salita, ang bagong tuntunin ay higit na mapakikinabangan sa mas matataas na lebel ng pag-aaral, sa antas na higit na kailangan ang panghihiram ng mga konsepto bunsod na rin ng espesyalisasyon ng kaalaman.
Ang kontrobersiyal sa bagong tuntunin ay ang tungkol sa mga hiram na salita na dati nang binago ang ispeling o umangkop na sa orihinal na sistema ng ispeling sa Filipino. Sa 2001 Revisyon, ang mga salitang ito ay mananatili ngunit ituturing lamang na lehitimong varyant ng ispeling. Tinatanaw ang panahon na ang mga salitang ito ay magiging makaluma, hindi karaniwan at diyalektal. Halimbawa nito ang mga salitang pabrika, pamilya, paborito, pebrero, posporo, prutas, baka, bakasyon, baso, bintana, biyernes, sapatos, at iba pa. Marami ang naniniwala na dapat na itong manatili lalo’t napalahok na ang mga ito sa isang mapagkakatiwalaang diksiyonaryo. Kung hindi magkakaroon ng mas malinaw na tuntunin, maaaring magresulta ito ng mas maraming kalituhan at sigalot.
Ambag ng SWF-UP
Nais mag-ambag ng Sentro ng Wikang Filipino sa mga proseso ng pagtiyak sa anyo at hugis ng ating wika, sa estandardisasyon ng Filipino upang tunay na magamit itong kasangkapan sa iba’t ibang lebel ng pagkatuto. Ang totoo, hindi lamang problema ang mga dagdag na letra kundi maging ang dati nang mga usapin sa pagbabaybay kahit noong gamit pa lamang ang 20 letrang abakada. Ilan dito ang pagbaybay ng mga salitang may ng, pagbabaybay ng mga salitang hinuhulapian, pagbabaybay ng mga tinipil o pinaikling salita, pagpapabaybay ng mga salitang may reduplikasyon, pagbubuo ng plural, paggamit ng linker na na at ng, paggamit ng nang at ng, at iba pa. Ang ilan sa mga usapin sa pagbabaybay ay may kinalaman na sa usapin ng gramatika. Sa panghihiram pa rin, bukod sa paggamit ng walong dagdag na letra, kailangan din ng tuntunin sa pagbabaybay ng mga salitang may kambal-patinig o diptonggo, salitang may digrapo, salitang nagsisimula sa E-I at may O-U, at iba pa.
Inaakala ng SWF na taglay nito ang mayamang karanasan para maghain ng isang Patnubay sa Pagbabaybay. Itinaguyod ng SWF ang Aklatang Bayan, isang programa ng pagsulat at paglilimbag ng mga textbuk sa iba’t ibang disiplina sa wikang Filipino. Simula noong 1994, nakapaglathala na ang SWF ng mahigit sa 70 aklat. Naglalathala rin ang SWF ng journal sa wikang Filipino, ang Daluyan. Ngayon, ang Daluyan ay ginawa nang refereed journal at tumatanggap ng mga ambag na artikulo tungkol sa wika, panitikan, kultura, at iba pa mula sa mga larang ng arte at humanidades, agham panlipunan, at agham at matematika. Ang paglalabas ng SWF ng Gabay sa Pagbabaybay, kung gayon, ay hindi lamang pagsangkot nito sa mga proseso ng estandardisasyon kundi pagtugon din sa praktikal na pangangailangan nito sa mga proyektong pampublikasyon.
Ang Gabay sa Pagbabaybay na ito ay nabuo sa pakikipagtulungan ng mga editor ng SWF sa marami nitong proyektong pampublikasyon, gayundin, sa tulong ng mga piling konsultant. Ilang ulit nagpulong ang mga editor para talakayin ang iba’t ibang suliranin sa ispeling na naeengkuwentro sa pag-eedit ng mga nakasulat sa wikang Filipino. Samakatuwid, hindi nakapadron ang gabay na ito sa mga buo nang manwal ng estilo na karaniwang nakabatay sa wikang Ingles kundi nakabalangkas ayon sa mga konkretong karanasan sa paggamit ng pambansang wika. Ibinunga ng mga talakayang ito ang borador ng Gabay sa Pagbabaybay. Iniharap ang borador sa Departamento ng Filipino at Panitikan ng Pilipinas, at kinatawan ng Departamento ng Linggwistiks, dalawa sa kabalikat ng SWF sa mga gawaing pangwika, upang mapakinggan at mailahok ang kanilang mga mungkahi. Nagpadala rin ng mungkahi ang UP Press. Umaasa ang SWF na sa pamamagitan ng ganitong demokratikong proseso, mas madaling mapalalaganap ang Gabay sa Pagbabaybay na ito sa ibang tanggapang pampublikasyon sa loob at labas ng UP upang mapino at mapayaman pa at mag-ambag sa estandardisasyon ng pambansang wika.
