Beset by scandals, Arroyo has somehow survived impeachment attempts over alleged election irregularities, as well as an alleged coup d'etat plot headed by right wing military officials. In one high-profile flop, Arroyo attempted, then dropped, a plan to change the Philippines' U.S.-style presidential form of government to a parliamentary one. Arroyo has also been criticized for her methods to stop threats of massive street protests, including moves that give her government the power to issue arrests without warrants. Businesses are getting agitated at her policy "flip flops" over aviation and oil exploration. But President Arroyo plows forward, recently holding key bilateral talks with neighbor Australia and getting ready for the South East Asian Nations summit in November, where she hopes to forge key trade agreements with the European Union. —Tatiana Serafin
